Most were extended to at least the bottom of the engine (better if it is run to the back of the coach) to prevent the oil vapor from coating the radiator, which then attracts dust and plugs the radiator. Some oil vapor is normal from this vent when the oil is hot. Normal oil usage for the SP-36 (mine at least, with 110K miles) is a quart or so every 800 to 1000 miles. The black smoke is also normal under high loads. Especially if the RPM's are low and the turbo boost (i.e. air flow) is low. Run the transmission in the "power" mode so it will downshift earlier and keep the rev's and boost up and black smoke will be reduced.
