the screws easy enough, but it doesn't want to come out. No rear access as far
as I can tell. Managed to destroy the voltmeter on one in my clumsy attempts.
Any tips or tricks? Should I just plan on completely replacing them both?

I got the first one out. On my coach, I have the Powerwatch brand panel located
over the toaster behind the fridge. There is no rear access unless the fridge
is out. I got it out by breaking a portion of the mounting box. Turns out that
is the only way. The voltmeter studs mount to the plastic junction box that
seems to be mounted from behind. The good news is that this thing is way
simple. No complicated circuits. Just a voltmeter with a green light attached
to the black pole and the red to the white. The ground for both lights is the
same. Probably getting too much current between the black pole of the voltmeter
and the white. I doubt it is the lights because although they look like
ordinary dashboard lights rather than LEDs, all 4 are open circuits to
resistance testing both ways. Now, I'll start a new post to figure out how the
thing is supposed to be done.
