Electronic filter box
It's an electronic 12v filter and if it is designed like most filters it
will primarily be comprised of several large capacitors to take any ripple or spikes out of the "clean" dc that comes out. Generally they are used to keep clean dc going into electronic devices that are susceptible to problems if there is any ripple. Yes . . . they can go bad.
