It there to protect your little toes in case the stairs retract and your foot is in the way. Mine had been moved out oft that position and placed inside area so they would not haft to cut the electrical lines. It gone now as that was my main problem. One of those switches send a signal to the steeps to retract when the door is closed. That is why I would take that toggle switch up on the stair wall and see if you have juice to it and then go down to one of those switch that look like refrigerator switches and see if they are working. I replaced my door switch (Refrigerator look alike) as it was pretty well worn out and being in the weather it gets allot of wear and abuse. This could be your problem one of those switches.
