Need Help With 12 Volt Water System...
Sounds like a fill valve like Curt said and sounds like the water is
comming out of the overflow for the fresh water tank. If your
hotwater drain is open, the drain will run when you turn the 12V pump
on. The 12v Pump wont push water out of the tank overflow because it
takes and replaces it.

The water is drawn from the fresh tank by the pump, then the pump
pushes the water in the plumbing pipes to pressurise the system. The
Freshwater storage tank (FWST)is a appliance connected to the
presurized system. If the fill valve is open the FWST will be trying
to fill up but it is using the water it takes from the tank. This
Recycling will not allow pressure to build so other appliances like
sinks will only show a trickle. You may see other Motorhomes have a
tank fill port for the fresh water and another one for city water
port. MY BB has one hookup for citywater and I must flip a electric
switch to open the valve on the FWST appliance when I want to fill
the tank.

If it is a FillValve. the Sporlan Valve in my 94 is under the bed
which is behind the fill port. The valve is a diaphragm type and
requires water pressure to close it off (much like a sprinkler
valve). When the bus sits without a city hookup and/or pump pressure,
the valve floats open and debris or calcium builds up on the
diaphragm this will not allow it to seat and close. The valves are
called "normal closed" but it is not passive. You need a charged
solenoid to open it up (toggle fill switch). The valve may differ on
your coach

When this happened to me I hooked up to city water and flipped the
fill switch several times while the tank was filling. It worked but
later JM cautioned me of waterhammer damage from a quick close. In
the future if I need to flip flip the switch under pressure, I will
open a sink valve in the coach
