Scott, you seem to have done the basics, you might try to loosen the
pump motor housing, wiggle it to make better electrical contact, and
then retighten the mounting bolts. I had intermittent problems and
traced it to a bad ground, the ground path is on my 85 the actual
motor housing...a little loose, and some dirt prevented a good
ground.

One more suggestion...have a helper move levers and you listen at
the unit...you might hear something that gives you a clue. And then
try same with a voltage check at the relay contacts near the motor.
