Air Bag System
This is the vacuum generator (aspirator) for the cruise-control
system in the '79-mid'83 FC. It blows air through a venturi to create
the vacuum.

If it is venting constantly or frequently, you likely have a vacuum
leak, check the vacuum lines at the rear of the engine.
