Relay question

When I had my left headlight door open to check for an air leak I observed two
relays that
had been disconnected. One was above the accelerator mounted on the firewall to
the
right and the other was on the flat plate above the brake pedal near the
junction of the air
lines that I think control the vent flaps. Does anyone know what these relays
do and why
someone might deliberately disconnect them? It looks as if someone just bent
the
connectors back and forth at each relay until the metal broke. The relay
mounted to the
firewall looks original, the relay mounted on the plate above the brake pedal
may be a
later addition since it is mounted at a slight angle and doesn't look quite as
neatly done.
