air leak/vacuum generator leak
Wouldn't the unknown hose be the air to run the vac generator?

One goes to the cruise, the other to ???. The air system schematics that came with my coach don't show any of that circuit as far as I can see. Perhaps the second hose is a return line to catch the compressed air after it produces a vacuum? I'm guessing it's sole pupose is for the cruise control, replacing the electric vacuum pump that was the source of vacuum in earlier years. You should be able to tell if yours is working by testing the input vacuum line into the vacuum canister on the top left of the engine. If you have enough vacuum there, that's not your problem.
