Mike: You are about 9 pounds shy of max boost. I would check for
leaks in the exhaust manifold and boost pipes to the turbo. Are you
blowing a lot of black smoke? If you are, that would indicate a loss
of boost as a result of a leak. You might also remove the intake
filter and check the vanes on the turbo and without the engine
running. Spin the turbo to make sure it turns freely. Beyond that,
it will take someone smarter than me.
