88 WBWL Speedometer
The mileage wheels are the place where all the electronic signals
turn into mechanical actions. The click is an electro-magnet that
trips the odometer wheels and signals the trip meter.
Could be the magnetic coil, but probably the wheels as you state.
Again try tapping the face of the speedo it may free up the locked
gear wheel.

Or ask a (reputable ??) old timer that once turned back odometers.
The wheels were turned to lower the mileage, also known as clocking
or a better word Fraud.
