Just got of the phone with USAA.

Need to be eligible for ALL USAA services to use the bank. They changed the
rules last year...

I'll "third" USAA recommendation - with one caveat. They will take
anyone with good credit through USAA Savings Bank. No need to be
military related on the Savings Bank side of the USAA house, just the
insurance side. Call them at 1-800-531-8832 for loans.
I had my 83 and my 91 with them. Good people to deal with. They base
the loan on the world's largest RV blue book that you have ever seen.
As long as it's in the book, they loan on it.
