I have seen the temps go from 190 to about 210 F, perhaps a radiator
cleaning but that is not your problem.

When you push the start switch C relay closes completing a circuit from
12vdc to ground through normally closed contacts of the CR relay. When the
C relay pulls in, it closes a set of C relay contacts to the starter
solenoid. When the starter solenoid pulls, it closes a set of contacts to
the fuel solenoid and supplies a flash voltage to the field. also a set of
contacts close and supplies voltage to the starter motor. As the starter
motor turns over and the gen set starts the starter solenoid opens and
another set of contacts in the start solenoid continues to supply voltage
to keep the fuel solenoid energized.

It sounds like your starter solenoid is faulty. The is the one on top of
the starter motor proper. Check it with a meter, you should have 12 vdc on
the small post, if only 7 vdc on that wire then the coil of the start
solenoid is bad. Remove the small wire to the small post and check the
voltage again to prove it out. If disconnected and you have 12 vdc when the
switch is pushed, will prove the start solenoid being bad.
