seat and shoulder belts

In May I ordered new Flexsteel captain's chairs from Custom RV Interiors in
Vancouver, Washington. They told us that they could not/would not install
shoulder harness units on a vehicle that did not have them from the factory. A
variety of legal and liability issues is the way I understood it.
