George,

Open a GMail account. http://www.gmail.com. Totally free and you'll (almost)
never have problems. As a bonus, you can switch ISPs anytime and never
have to change your email address again - it will always be
your_username@.... I highly recommend it.

By the way, "over quota" means that peoplepc has decided you have too
many emails in your inbox. They've set a limit for how many messages
you can have, and you've hit it. GMail's limit is huge and it will be
virtually impossible for you to hit it.
