There are a number of fees that makeup the California registration. The largest
when buying a vehicle is Use Tax, equivalent to Sales Tax, paid on the entire
amount with no regard for tradein. That will be a minimum of 7.25% statewide,
with various counties and districts having additional (my county has no
additional, so it is 7.25%). Assessed by location of residence.

On the annual renewal, and also on out-of-state vehicles being licensed in
California for the first time, there is VLF, vehicle license fee, of 2%, less an
"offset" of 2/3 that was going to be repealed and was the primary reason the
Guvernator got elected initially - that offset is now permanent.

The VLF drops by 10% during each year of ownership for the first 7 years, then
5% each year for 3 years, bottoming out at 15%. So that would be
0.15*0.66*purchase price, or $1 per $1000 of original price paid by current
owner who has owned it for more than 10 years.

There are small weight and registration fees that are typically a small fraction
of the others. Those fees totaled $49 on Blue Thunder's most recent
registration.
