In California, annual license fees are based on (1) a flat charge for
certain "services" plus (2) a charge based on the estimated value of
the vehicle. The estimate is derived by a rather complex formula with
a decreasing value that may or may not reflect actual market value.

On transfer of a newly purchased vehicle, CA will adjust the value
(for tax purposes) to reflect the current market value. In some
cases, they may not "accept" the claimed value on a bill of sale, but
will calculate their own value based on other records.

The sales or use tax -- sales tax paid to the state through a dealer
(purchased in-state) and use tax collected by the DMV (vehicle
purchased out of state) at time of registration is a separate matter.
The sales tax varies by county, based on "overrides and special
taxing districts" -- it runs from a minimum of 7.25% and up to 8.5%
of the purchase price, if I recall correctly.
