Scott,
I spliced into the wires from the black box and connected to a speaker and the
musical horn worked fine. I'm the same as you if it has a feature I want it to
work.
I just got a new timer for the coffee maker even though my wife says she will
use her Mr. Coffee.

Can't help with bulk oil fill (never toyed with mine), but I have
redone my musical horn.

The middle speaker on your roof is the external P.A. that operates
through the original hand-held CB handset. The other two speakers
(the outboard ones) are for the musical horn. The driver's side horn
plays treble, the passenger side plays bass. These speakers often go
bad from age (they have all been bad on both 'Birds I have owned) and
get very quiet or quit altogether. I suspect this is your problem.
There was no volume control on the '86-vintage horns.

The good news is that the speakers are easily replaced. A common
P.A. horn available at Radio Shack for about $40 is a direct
replacement. I would be willing to bet if you replace them, your
horn will work.

If that doesn't solve the problem, the brain for the horn is a black
metal box located behind the panel in front of the co-pilot seat.
Pull it our and ship it to Doug down at PMMI, he will fix it for
you. And as long as you are sending it, go ahead and send him a new
song list with the songs you like (you can print tne list from the
PMMI web site) and he'll reprogram it for you for a small fee.

My horn is loud & proud, playing the songs I chose. A musical horn
is a silly item in the big scheme of things, but if my 'Bird has a
feature, I want it to work.
