when air is found in a fuel system and the tank has not run dry, there
is a opening some place in the fuel path that is letting air in.
Replacing a filter and experiencing a smooth running bus may give false
security that you found the dirty filter to be the CAUSE of the 'engine
will not start failure'. It could be that a partialy compramised
filter with much more dirt capacity is causing a supply of fuel issue
to the pump and this minor vacumn is enough to make the pump suck air
through a crack as path of least resistance.

Vacumn is the method used to determine if a filter is clogged and even
that gauge will not work proper if there is a leak reducing vacumn
pressure with introduction of air. If the gague is viewed prior to shut
down and inches of water was within range, it may be a fuel/air leak
issue
