Help with generator problem, AC voltage
Its very nice to have a frequency meter, but an accurate tach should
also tell you when the frequency is correct. (See Stephen's notes
below).

If the voltage is wrong when the RPM and frequency are correct, then
you are looking for problem that is not related to engine speed. (See
notes from Jeff and others about the transfer switch, neutral, and
regulator).

If you start working with the mechanical governor, remember that the
settings are not correct until the engine speed stays constant from
no load to full load.
