electric heater sensor question

Hi, all--

A question from Stew: He has examined all our electric heaters, and they're all
working just fine. Yet, when he turns on the detector at the main panel (I think
this is the big control panel behind the kitchen sink), an alarm goes off for
the center heater in the kitchen. Again, he's checked both the heater and the
wiring on the control panel and can't find a source of the problem.

His question: just exactly what is the panel sensing that causes the alarm to go
off, please?
