David, I have installed rubber stair treads on the steps. The outside rubber tread does oxidize some, but a wet rag will bring the luster back. I suggest going to a large floor covering store- Carpet One or Abbey carpet. These are full service facilities and have the overall knowledge of commercial applications. The big box stores, don't have a clue.
Google Roppe or Johnsonite and see if there is a distributor in your area.
