Governor

I had to replace my governor a few years ago, and had the same problem locating it. I finally had to take it to a real shop, and they found the governor, and said it was almost impossible to get to (apparently on a frame rail above the transmission???). They suggested that it be replumbed to a more accessible location....I agreed. They replumbed it to the engine compartment bulkhead, curb side, near the battery charger compartment. Left the old one in place, but not hooked up. Maybe something you could consider......
