I concur with the warning to be careful when working on the step, it could easily cause serious injury. When I was having problems with my step I traced the issue to a loose wire on a solenoid in the overhead wiring center to the right of the door.
There is also a mechanical latch which holds the stairs out once the air pressure bleeds off. Mine was sticking and wouldn't latch correctly and hold the step out. I can imagine it can stick in the out position and not release. This latch is in the center of the step on mine and is visible once you crawl underneath. It can be felt by reaching one's hand up under the step. Again, be cautious in putting any limbs or other important body parts in harm's way. With no air pressure in the system, you should be able to release this latch and the stair should drop down and flop around.
