Suspect: Mr Donut Charge: Tire Abuse Verdict: Guilty or Not Guilty?

The outer tire is my concern. I don't believe the inner suffered at all in the process, since it never got hot. The outer, on the other hand, was overloaded. I drove 59 mph for 18 miles or so on it. The rest of the time it was city traffic. I don't know what constitutes abuse and when I should worry about it.
