Or, the rail to tie the goat's rope to.

I note that the earliest Blue Bird WLs seem to have a "real" baggage rack with double rails that looks to be nearly a foot tall. So even the more abbreviated 'goat rails' on the coaches built in the 70s, 80s, and 90s are a streamlined version.
