Hi Bruce and Ron,
Thanks for the compliment, (I Think) But I do not remember mating with any Birds in the 60's and 70's ,, But one never knows?/?/ Ron, there is a screw buried in the carpet mid-point on the narrow side of that panel, behind that panel is the ZF circuit board and possibly a relay for the 12 Volt up-grade to the ZF Control board. The headlight and the running light relays are forward of the brake & throttle pedals, accessible from the outside front behind the grill and the inspection plate above the driver headlight. If both the headlights and the turn signals are in-operable you may have two different problems, The headlights should work will ignition OFF and the turn-signals with the ignition ON. Hmmmmmmmmmm. Also you mention an ignition switch issue,,,??,, Since you are an Ohio neighbor , and probably pulling the Bird out of Winter Storage, I would suggest starting at the 12 Volt source, Check the batteries, for dead or shorted cells and re-dress the posts and grounds in both battery compartments. That headlight switch is a problematic switch. Good to carry a spare NAPA # HL6669.
