Most of the installations I've seen have a short bit of chain between the coach and the mud flap. Usually the flap is mounted forward of the rear bumper with the chain going up to the frame rails or some other brace at the back of the coach.
And, yes, you can be sure it will drag and you need to think about a mounting that will allow the flap to flip should you pull forward then back up while it is dragging. I've witnessed a couple of flaps (on SOBs) get slightly torn up at a campground as someone maneuvered with a mud flap trapped between the bumper and the ground.
