GFI Faults and interior light replacemts

JUst my 1 cent worth. A ballast sits in parallel with the gas in the flourescent tubes. It has a much lower resistance than the unlit gas in the tube so when the switch is turned on there is a current flow through the ballast which is basically an auto transformer causing a high voltage spike which ignites the gas in the flourescent tube. The resistance through the gas is now much much lower than the resistance of the ballast and current flow in the ballast is basically shorted through the tubes. I think that is the right analysis.
