Tail light change

What polishing product was used? Was it done by hand or with a polishing tool?

I have tried several different polishing products with no success yet on the tail lights. One of them worked wonders on those foggy 'Phord' headlights however. Made them like new in about 5-10 minutes and lit up the night again!
