It's generally recommended that like tires be mounted on the steer axle. If the second tire is still OK, you can mount in on the tag axle* or hold it as a spare. If the tire is still safe to use (date wise), you may be able to sell it as a used tire. Often a trucker can make good use of used bus tires. You won't get a lot for it, but the $100 or $150 is sure better than nothing.
