This definitely works - but the new attachment feature has no organization other than association with the message topic. That will work if the message subject or attachment name is sufficiently specific to allow people to locate the doc they needs. There is no folder system like in files and photos. 
A jpg file made from a PDF with the right compression settings can contain all the detail of the PDF and scale quite well. But the user who creates them has to be pretty knowledgable about graphics and compression schemes to make it good for everybody.  I have those skills but don't want to become a clearing house / bottleneck for uploads. 
As I mentioned before an upgrade is coming on the file section capacity but no schedule yet from Yahoo. In the meantime, the attachments section should suffice until it gets too full to search easily.
