Right. The behavior seems to indicate limited cooling until the thermostats both open then the temp drops back to normal. Thermostats can fail slowly over time, so it creeps up on you. You can test thermostats outside the cooling system with a pail, a thermometer, and hot water ... but if you pull 'em out, you may as well change 'em anyway.
I don't know how effective a scoop might be in improving the cooling. Back in the day when I had a VW bus, a lot of folks put scoops on them -- but it may or may not have helped.
