Ernie,
I believe those tags showed up on the LXi series 1998?-2002?
On my 2000 LXi, it was not really a "steerable" tag, but rather a "following" or "castor" tag. A locking pin secured the tag above 7 mph. Below that speed and in reverse, the pin automatically released to allow the tag to pivot something like 5 degrees to ease sharp turns.
But, the best ideas...I had to have the pin secured permanently because it would pop out when going over rough roads and especially railroad crossings, setting off a violent shimmy that felt like it would shake the coach apart. Securing the pin and closing down the wheel-stops solved the problem and had no downsides.
I know Newell has powered steering tags. I suppose Prevost and Marathon do, too.

Does anyone know when these were made available on Bluebirds?
