Thanks for the input guys. I'm considering all advices. One more test to do
after this monsoon is over with.

Meanwhile:

further testing: with water pumps both on/off, i repeatedly cycled the tank fill
valve and it did not jar the pumps to suction. the water hose is connected to
the fill and the water is on.

cycled the water pump switch repeatedly between all 3 positions with 3 faucets
running and the water tank remained full, just like it was when this issue
began; i dumped the gray tank twice during the testing.

When the weather clears we'll see if the top water pump still hums/vibrates when
the pumps are turned on.
