There is a re build kit for the cc5 cylinder, which sticks a little or acts slow. Then you may have an o-ring leaking slightly on the set valves. Is your throttle a little slow acting when you push the peddle? It does not sound like the control unit. In your manual, you will find a trouble shooting guide, but were it mine, I would suspect an o-ring leaking past.
