Water System drains above driver side tag axle tire

Both have an inline valve just before exiting through the floor, the pipes though the floor are open to the air, extending down into the wheel well 4-5 inches; one has a 1/2" hose and the other a much smaller hose (3/8"?). These are both part of the pure water system. Is one to pump out the fresh water tank and the other the hot water tank? We drove our 91WL from Iowa to North Carolina before Christmas and encountered very freezing temperatures during the trip (teens).
