Neutral safty switch
I know this sounds simple but I fought this problem on one of my PTs for a
while. Check the positive connection on the starter for cleanliness and
tightness. Also clean the large battery cable connection where it attaches to
the starter and check the tightness of the crimp on the cable. Oil can get on
the connection and these engines vibrate and things can get loose. Worked for
me.
