Jay.
I think you are now beyond my knowledge, maybe the experts will check in after their 4th July party. The low fuel in the primary filter should be a clue. Great idea to clean out the Racor. About a week or two ago there was a thread on blowing out the fuel lines toward the tank and then forward to the primary filter with air forced into the racor fuel lines when disconnected. Then, I guess it is onto the injectors, Bleed those injectors, until the fuel runs clear. I can easily reach five of them, and the Cat always starts.
