I am having the same problem now and posted last week on it. Response was to
snip the two wires that would render the safety switch that keeps the step
from closing on your foot, in op. Mine were already snipped.

BTW try starting the cat and putting it in drive, roll about a foot and see
if the step goes in. Mine does when I do this.
