Governor diagnosis
Steve its easier to let you read about how the governor works then
for me to explain it. But your compressor SHOULD be running all of
the time since there is no method to turn it off and on. The pully
is directly connected to the crankshaft. Read this and it will be
clearer how it works.

This Bendix site is one of the best I have found and explains how
every component of your air system works. I have printed off lots of
information from this site which I have put into loose leaf 3 ring
binders and keep in my coach when travelling.
