The control valve could be passing air through the exhaust muffler, meaning the spool is not seating fully or shifting fully. Of course an o-ring on the spool or chamber could be bad too. Lots of stuff down there that can leak. Another leaking point is the small cylinder that locks the step in the out position. The cylinder rod gets bent and causes wear on the gland nut and seals.
