James,
I agree with you that folks should replace the screws with new stainless and use a good sealer. However are you sure that your decking is galvanized? All of the FC's that I have ever seen are covered with aluminum deck plate that does not require painting. Someone may have painted yours for some reason but I would be willing to bet that it is aluminum. Before you add the additional weight of something such as "Rhino liner" take a look.....
