Lug nut torque

Lug nut torque
I had new tires installed last July and I'm sure they said the wheels
were torqued to 250 ft lbs and the manual states 375-425. I prefer to
do things myself when possible so I am looking for some suggestions
what other owners do. Any suggestions for decent impact wrenchs,
torque stick and procedures are appreciated.

I am considering harbor freights 1" Central Pneumatic wrench ITEM
92622-2VGA :
