Not a real scientific answer, but I believe mine is turning because the
signal (picture) gets better (or worse) as you hold down the "rotate" rocker
switch.

I would guess that if your TV picture never changes (try different
channels), the element inside the dome isn't rotating like it is supposed to.
I guess
you could take the darn thing apart, and look inside the dome while someone
works the switch.

Have fun...I hear that the antennas are still available. Check the archives.
