The 2 cycles had them in the event of a run away which could happen the manual shutoff on the Detroits was butterfly valve in the intake that once fliped closed the air off. When I went thru heavy truck school years ago, training engines would have to be perodically destroyed when the training value was used. A previous class had used the plastic bag you mentioned and came close to burning down the building as the melting plastic travled thru the dyno exhaust. We destroyed an 8v. We ran it with no water,a cup of screws thru the inlet, no oil and finally a cup of blasting sand thru the inlet. We went to lunch let it cool came back and the beast still tried to start just not enough compression.
