Tom,

Don't know why only one would flicker, but I doubt it is the ground.
When I did my upgrade, my ground worked loose, and it resulted in
the relay burning up with considerable smoke and horrible odor. Had
to drive home on park lights & driving lights. You problem sounds
like it is probably down stream of the relay.
