Low voltage out of Genset
Fluke is good. Well maybe you have gone about
as far as you can without detailed instructions.
I looked at what information I had on the Onan
8.0 DKD for troubleshooting to see if there was
anything there that might help you, NADA!

Might very well be the printed circuit board.
I would NOT adjust the transformer taps.
