1990 wb-40 ac unit

dose anyone know if there is a presure switch or anything that would stop the
motor ac from working??
when I jump the compresure it works and gets colder but not that cold
somthing is stopping the compresure from kicking in
if the freon is low will that cose this??
any help would be apprciated thanks
