Yes a completely sealed unit. All you do is attach the motor to the new pump with 3 screws. In that link, at the bottom, you can buy the wobbler plate for about 15 dollars but that upper housing also has a rubber seal that usually leaks as well when these things start to go, many comments about that on the wobbler plate in Amazon and I also had the same experience which is why I now just buy a new pump.
